Ok, I know that the Elves, Dwarves, and Men got rings to govern their races, but how? How do the rings help them rule? My dad brought this up, and I have no clue. A little help?

Here's a little bit off the top of my head. I know that with the elves it helped maintain their kingdoms. They slowed down the aging process, so to speak - prolonged the era of the elves. I'm sure there are others who know about this too.

i thougth this was with all rings? Or was it only with the last four? the three elven rings and the ring of power i mean? But i think that those rings would give someone perhaps more power or strength, unlike the elven rings which were made to create and maintain things, to keep things beautifull. You all see rivendell and it's like a little paradise same goes with Galadriel's place, the wooden realms and stuff really would be a amazing place to be.
Something else, the ring for the human kings were given by Sauron and not the elves.

The Elves made their 3 rings without Sauron's help. Sauron and the elves made the other rings.

yes and in secret sauron created the master ring, which would control all others, immediatly ... (what was his name, this elf... i don't remember for the moment, anyway he knew he was betrayed and fled for savety, because he knew that Sauron was after the 3 elfen rings. After a while the elfen rings were saved but this elf died not much later or something. I really have to reread the silmarilian. ;D The elfes could not use their rings, because this way Sauron would know where they were and what the thoughts were of the keepers. I thought i read that Sauron even would gain control over the users of the other rings? This would explain the rings for men. Anyway i would think that as long Sauron didn't had the master ring, he also wouldn't have power over the ringwraiths. But this ofcourse is different in the book.

I think they were made by the elves, with the help of Sauron. And these rings were really to help and strength them. I think they gave dwarves perhaps strength to rule and to govern or something.
But i think that the power of these rings weren't as powerful as the 3 elfen rings which we made "just" before the ring of power.
