I have two guesses:
-Frodo was the only one who was the last owner of his ring.
-Cirdan was the only one who was the original owner of his ring.

The answer hasn't been posted yet so I shall give it a go .
Cirdan , because he willingly gave his ring to Gandalf .
Thrain II had his ring taken from him by Sauron. Gollum had the ring taken from him by Bilbo. Frodo had the ring taken from him at the end by Gollum
