That is true - oh wise lore master.
Celebrimbor made all the Rings with help from Sauron, except the three elvish rings which he made in secret. But Sauron did still have a part in their making because he taught them and that's one of the reasons the One Ring could sense them too.

Does the book go into more detail about all of the rings? I've read The Hobbit (not much ring info there) and books 5&6 and didn't learn much about any of the other rings of power.
Right now I'm starting the whole LotR story from book 1 so I'm not sure if I'll find out more there. The movie didn't talk very much about the rings either.
Just wondering if I'll have to look into the appendices for more info or if it's in the middle of the books.

You can find out more about the Rings in the Silmarillion. There isn't much detail in LotR regarding the rings

Sauron worked together with Celebrimbor and other elves to creat rings. These rings weren't that bad at all, they gave you power and strength, and the three rings were made to let time flow not as fast as normal and to keep things as they are, or to make things more beautiful.
When Sauron made the master ring Celebrimbor knew he was betrayed so he hid the three elven rings, and saved them from Sauron. Sauron then also gave the Humans rings, but because Sauron had the master ring he could make them his servant. At first the kingdoms of these lords were great and powerful, but they became consumed of these rings, because they were connected to the one ring. He also gave rings to the dwarves, but they were sturdy and (how do you call it) well they had a great strength against it like hobbits and remember these were rings had a lesser effect on you then the master ring. So the dwarves had great use of these rings, but they were either taken or destroyed by dragons.
The elven rings weren't use during the time sauron had the master ring on his finger. They couldn't risk it, because they else could be taken by Sauron, and Sauron could have read there minds and stuff. Well that is also why galadriel said that she couldn't hide the fact that she had one of the three great elfen rings. Anyway this is what i understood of the entire story.
